Proposal would allow higher tree heights on terraces currently limited by powerlines

The once-delayed major reconstruction or a four block stretch of Jenifer Street is moving forward again but residents are still working to blunt the impact of what may be stark changes to the look and function of the street.

The most recent initiative from neighbors is to advocate for the undergrounding of the primary power lines to help maintain the current tree canopy. The fabled canopy is under a dual threat from forced removal of trees due to the Emerald Ash Borer and any replacement trees being of a species that grows no higher than below the current power lines.

The Marquette Neighborhood Association Board (MNA) will vote this week via email to forward a recommendation to the City of Madison to include partial undergrounding of the primary power lines to help preserve the tree canopy. The initiative grew out of a series of meetings on the Jenifer reconstruction that have been held in the past months by MNA.

Drug Raid on Jenifer Street Brings Out Police Toys

Madison Police executed a search warrant in the 900 block of Jenifer Street yesterday (June 16) just after 12:30 p.m. as part of a investigation into drug activity. Traffic was blocked off for the entire block while members of the Madison Police SWAT team moved in.

Neighbors reported seeing a large military-style vehicle painted in black with Madison Police markings park in front of the home and a public address speaker on the vehicle told the occupants that they [the police] were aware they had guns. Kendall G. Ragland, 36, was arrested  during a high risk traffic stop on south Carroll Street and charged with four felonies and one misdemeanor in relation to the investigation.

Madison Police Department says that the raid was the result of a seven month investigation which recovered more than 32 grams of heroin and more than 14 grams of cocaine as well as other evidence but so far there is no information that weapons were found; however the investigation is ongoing.

Jenifer Reconstruction Prompts Second Public Meeting, More Questions

Jeni_ThumbA second public meeting is scheduled tomorrow (January 21) after the City of Madison officials faced numerous questions at a public meeting earlier this month regarding reconstruction of Jenifer Street which could dramatically remake a four block section of the historic thoroughfare.

The Marquette Neighborhood Association (MNA) submitted to the City and District 6 Alder Marsha Rummel additional formal questions regarding the reconstruction and it’s scope, the extent of planned tree removals, bus stop changes and construction equipment use.

The meeting is at 6 p.m. in Wil-Mar Neighborhood Center and will be attended by City representatives. The MNA questions can be seen below.

The 800 block (foreground) through the 1100 block of Jenifer Street will be entirely rebuilt beginning this spring. Jenifer’s notable tree canopy could be significantly degraded by the project as well.

The City of Madison hopes to begin a large reconstruction of several blocks of Jenifer and adjoining streets this spring that will impact both residents and transients that use the street daily during and after the project is completed.

The sweeping project will narrow Jenifer from Spaight to Few Street, install bump-outs to facilitate easier pedestrian crossings, move two Madison Metro bus stops and eliminate six others. Sections of Paterson Street and Brearly will also be rebuilt and portions of Few Street will be resurfaced.

While neighborhood leaders are encouraged by the traffic calming aspects of the project, there are concerns about the changes to the bus stops, the loss of tree canopy and for owners of historic homes, possible damage from construction vibrations.

In the hours before the Alcohol Licensing Review Committee was to meet to rule on the renewal of Plan B’s license, the nightclub, the Marquette Neighborhood Association and neighbors concerned by noise came to an agreement about how to address the issue collaboratively.

The agreement is independent of any ALRC action, but evolved out of the committee’s directive from last year’s separation hearing for all the parties to continue to work together. Later during the hearing, the ALRC renewed Plan B’s license.

It is unclear if the renewal was a direct result of the announced agreement but City of Madison representatives were closely involved in helping to craft the deal. The agreement is still tentative and the MNA Board will consider whether to endorse at its meeting on Thursday.  Continue reading

In a few days the Alcohol License Review Committee will hold a separate hearing to further examine the renewal of Plan B nightclub’s alcohol license. This is the second straight year the establishment, located at 924 Williamson Street, has received extra scrutiny rather than their license being renewed in a block by the City of Madison.

This blog has looked at the various reasons for the problem surrounding Plan B’s operation, and both the owners of the club and neighbors affected by the noise have legitimate beefs. But it was not until Sunday night, May 26, when I took Plan B co-owner Rico Sabatini up on his challenge to take a late night walk on Jenifer Street, that I concluded that Sabatini and his partner Cory Gresen are not trying hard enough.

The City of Madison Alcohol Licensing Review Committee voted Wednesday night (May 22) to separate Plan B Nightclub’s (924 Williamson Street) license renewal and consider it at a special hearing on June 3. The separation was requested by the Marquette Neighborhood Association, in a letter, citing unresolved noise issues since the nightclub opened in 2009.

While the typical nightclub noise has largely been addressed, at least three households on the 900 block of Jenifer Street continue to cite lost sleep from low bass frequency noise emanating from Plan B. Both the club’s owners, and an audio specialist they hired to assess the location, agree bass noise is being transmitted through the roof of the club; housed in an older concrete block building that used to house Star Photo, a commercial photo processing business.  Continue reading

Association says nightclub has failed to adequately address noise issues

The Marquette Neighborhood Association voted this week to ask a City of Madison Committee to review the alcohol license of Plan B nightclub at 924 Williamson Street. In a letter approved by the MNA Board on Thursday, April 18, the association wants the City’s Alcohol Licensing Review Committee (ALRC) to separate Plan B’s license for closer scrutiny when the ALRC makes its yearly license renewals in June.

The battle over noise at Plan B has pitted a nightclub which appears to be in compliance with current noise ordinances against neighbors who nightly feel vibrations from the bass portion of the music being played at the club. The owners of Plan B say they have made good faith efforts and spent money to ameliorate the noise issues. The neighbors say that Plan B has only taken minimal steps to solve the problem and refuse to tackle the main culprit: a roof that is susceptible to vibration and is likely transmitting it toward the neighborhood one block away.  Continue reading
