Proposal would allow higher tree heights on terraces currently limited by powerlines

The Guyot house (right) has had this power pedestal outside their home since they undergrounded their power lateral in the late 1970s. MNA is considering a proposal to underground the primary power lines to maintain the high tree canopy which is threatened by MG&E’s tree planting policy.

The once-delayed major reconstruction or a four block stretch of Jenifer Street is moving forward again but residents are still working to blunt the impact of what may be stark changes to the look and function of the street.

The most recent initiative from neighbors is to advocate for the undergrounding of the primary power lines to help maintain the current tree canopy. The fabled canopy is under a dual threat from forced removal of trees due to the Emerald Ash Borer and any replacement trees being of a species that grows no higher than below the current power lines.

The Marquette Neighborhood Association Board (MNA) will vote this week via email to forward a recommendation to the City of Madison to include partial undergrounding of the primary power lines to help preserve the tree canopy. The initiative grew out of a series of meetings on the Jenifer reconstruction that have been held in the past months by MNA.

PCBs Still Present Along Bike Path Next to Kipp

Environmental and Safety Coordinator Alina Satkoski notified Atwood area residents today (January 4) that the last excavation of soils did not remove all of the PCBs (Polychlorinated biphenyl) that were found  last year along the Capital City Trail bike Path between Madison-Kipp and the Goodman Center.

Satkoski wrote that a second excavation will occur this week and continue through the next to remove more soil in a plan she says was approved by the City of Madison and the Wisconsin Department of Natural Resources. The bike path will remain open during the excavation.

Neighbors have kept a close eye on Kipp due to several ongoing issues from historical contamination of area soils from the industrial business operations over the decades. In the past the company has had to excavate topsoil from several properties that abut the plant due to contamination.

The Solstice is one of the more accessible and life affirming holidays celebrated in Madison and it occurs twice a year! Centered around the astronomical cycles of the sun and the earth, the Solstice is a recognition and reaffirmation of our connection to Mother Earth.

The history of the Solstice reminds us that it is not a single deity or a collection of them that truly drives our existence; it is the natural rhythms of the earth that shaped humanity over time. This recognition is very popular in Madison with many Solstice celebrations held around the city.

Our northern city endures the ravages of winter and the tradition of a bonfire is attractive to our residents as, like in pre-Christian times, it signifies the return of heat and light from the sun after it has spent six months retreating from us.

DOA Hubris Apparent After Refusing to Hold Public Meeting Over Demolition

The demolition of the State of Wisconsin’s now closed Central Services Facility along the Yahara River to make way for a new State archives building is proceeding despite deep community concerns over that process and a lack of communication from the Department of Administration (DOA), which is in charge of the project.

The DOA had been holding community members and state legislators at arms length all summer over concerns about harmful chemicals and materials at the 100 year-old industrial site and what might be released during the demolition.

Despite a productive meeting two weeks ago between the DOA and area legislators Senator Fred Risser and Representative Chris Taylor, the State is refusing to hold a community meeting to answer resident’s questions about the project. Instead, DOA posted an FAQ on it’s website, claiming it provides sufficient information and thus precludes the need for a public meeting.

“It’s too bad they are not taking the community’s input into account, no one is saying to shut the project down, but we want to make sure this project is safe and that this project doesn’t endanger our environment and our public health, ” Taylor told Willy Street blog.  “And they’re just not giving the community an opportunity to hear from the project manager and the contractor that they are doing a lot of things right.

Environmental Safeguards Seriously Lacking in Central Services Demolition Plan

Marquette neighborhood residents are alarmed about the impending demolition of a state storage building at 202 South Thornton Avenue, the former State of Wisconsin Central Services Facility. The 100 year-old building served as a foundry, munitions plant, manufactured appliances, housed a printing press and served as a service facility for the state’s vehicle fleet.

Neighbors, environmental groups and now local, state and federal legislative officials are concerned the Department of Administration’s (DOA) current Environmental Assessment (EA) far underestimates exactly what types and the amounts of toxins such as PCBs, PCEs, PAHs and other heavy metals remain on the site or have seeped into the ground. There is further worry that the State’s plan to contain those contaminates during demolition is woefully inadequate.

In it’s place, a four-story $46.7 Million state of the art archive preservation and storage facility will be constructed on the site along the Yahara River, for the Wisconsin State Historical Society and Veterans Museum.

The project, approved in 2013, will include greenspace and Native American ceremonial grounds which are planned for the Yahara frontage. In the future, more expansion could happen to land not in the building’s footprint on the Dickinson Street side which for now will be landscaped.

Jenifer Reconstruction Prompts Second Public Meeting, More Questions

Jeni_ThumbA second public meeting is scheduled tomorrow (January 21) after the City of Madison officials faced numerous questions at a public meeting earlier this month regarding reconstruction of Jenifer Street which could dramatically remake a four block section of the historic thoroughfare.

The Marquette Neighborhood Association (MNA) submitted to the City and District 6 Alder Marsha Rummel additional formal questions regarding the reconstruction and it’s scope, the extent of planned tree removals, bus stop changes and construction equipment use.

The meeting is at 6 p.m. in Wil-Mar Neighborhood Center and will be attended by City representatives. The MNA questions can be seen below.

Project to narrow roadway, eliminate bus stops, but could damage historic homes

The City of Madison hopes to begin a large reconstruction of several blocks of Jenifer and adjoining streets this spring that will impact both residents and transients that use the street daily during and after the project is completed.

The sweeping project will narrow Jenifer from Spaight to Few Street, install bump-outs to facilitate easier pedestrian crossings, move two Madison Metro bus stops and eliminate six others. Sections of Paterson Street and Brearly will also be rebuilt and portions of Few Street will be resurfaced.

While neighborhood leaders are encouraged by the traffic calming aspects of the project, there are concerns about the changes to the bus stops, the loss of tree canopy and for owners of historic homes, possible damage from construction vibrations.

By all accounts the opening weekend for Chocolate Shoppe Ice Cream’s Atwood Avenue location was a great success. Lines of people were observed in front of the shop no doubt encouraged by a very clever social media post Friday (May 3): “We’re opening our walk up window and serving single cones and dishes at 2302 Atwood Avenue at 12pm today!! And just a hint, if you stop by before 9pm you may not need a wallet…”

By Sunday warm temperatures and sunshine brought out the bicycles and soon every piece of open grass around the store was occupied by ice cream fans. “It was fabulous,” said Josh Connelly, retail and marketing manager for Chocolate Shoppe Ice Cream. “The neighborhood welcomed us with open arms to say the least.”

Connelly says that work will begin this week on construction and landscaping of the rear area of the property to transform it into an outdoor dining room with tables, chairs, lighting, and bike racks. For Sixth District Alder Marsha Rummel, the apparent initial success of this business on this corner will bolster her plans to temporarily shut down a section of Jackson Street, between Atwood and Saint Paul Avenue, as part of a national movement called “placemaking.”

What do you give the neighborhood that has everything? Well certainly not another person with an opinion. When you start a blog, its like any good essay, pick a few central themes and nurture them with attribution and reasoned analysis. But it is no small challenge to write about by far the most engaged, opinionated, funky, and cool neighborhood in the nation.

Willy Street Blog was born in March 2012, in the midst of the recall drive, but soon turned away from state politics as plenty of great voices were already speaking to the issue. In a city that features stupendous local reporting from numerous outlets, why should anyone bother to read some random blog?

The key is to really not care.

City officials are weighing issues of fairness regarding a business owner’s right to sell beer against neighbor’s objections due to a history of problems on the property and a present day problem of public intoxication at a nearby park. The proprietor, Lake Management, LLC., runs the BP Gas Station  at 2801 Atwood Avenue and has managed to have a conditional use restriction regarding alcohol lifted, but faces a tougher road at the Alcohol Licensing Review Committee.

In 2005, it was known as the Clark station and was home to occasional sketchy activity. There were periodic armed robberies, occasional drug activity and other recurring incidents that began to affect the residential properties nearby. Late that year, Murthy Polasa and Kuldip Singh Mavi, of M & J Petroleum, LLC., purchased the property and proposed tearing down the structure and building a new convenience store along with the gas station under the BP Brand.

The new store was a hard sell to the neighborhood, especially to the immediate neighbors. After numerous neighborhood meetings the project was allowed to go forward with promises from Polasa and Mavi of no alcohol sales and that the atmosphere at the property would improve. Judy Olson, the District 6 Alder at the time, lobbied the Plan Commission to place a conditional use restriction on the property that no alcohol sales would be allowed.
